The Boko Haram insurgency in northeast Nigeria has had a considerable negative impact on the lives and general well-being of the local population. According to empirical evidence, thousands have died in the violence, and almost 2.5 million people have been internally displaced. Although the present conflict dynamics point to a decline in the level of violence and conflict in the area and an ascendancy for the Nigerian military, ensuring the safety and security of the local population remains a serious challenge. The prevalence of sexual and gender-based violence and other gross human rights violations recorded from the region show that the people of the northeast are still highly vulnerable to multifaceted risk factors.
In response to the conflict, UNDP established the Regional Stabilization Facility (RSF) in the Lake Chad region in 2019 ‘as a financing mechanism to provide immediate stabilization to communities affected by the Boko Haram conflict in the Lake Chad Basin.’ The RSF is implemented to bring about the immediate stabilization of communities in the region impacted by the Boko Haram conflict. More specifically, the Nigeria Window of the RSF aims to achieve three outputs: 1) Community Safety and Security Improved; 2) Essential infrastructure and basic services functioning; and 3) Livelihood opportunities available for all households. The target communities include Banki, Damboa, Monguno (in Borno State), Gulak in Adamawa and Buni Yadi in Yobe State.
Under Output One, focusing on improving community safety and security, the RSF constructed and furnished police stations and court buildings and successfully advocated for the deployment of police and court officials to provide law enforcement and justice services in the target communities. Furthermore, the RSF provided training in human rights, international humanitarian law and professional to law enforcement officers deployed to the target locations. While recognizing the persistent challenges and limitations impacting justice and the law enforcement service delivery in the region, all justice and law enforcement institutions are now functional and providing services in the target locations. However, the data and information on how the population are utilizing these institutions, whether they trust these institutions and what perceptions they have on their functionality and effectiveness.
Despite notable successes emerging from engagements with the implementing partners, questions have been raised about the quality of engagement at the community level and the substance of reports for IPs on interventions of the RSF. Capacity limitations among IPs have meant the RSF is losing a great opportunity not only to document and disseminate emerging lessons learned and best practices but also to showcase the transformative impact of the RSF’s interventions in the Northeast of Nigeria. To remedy this situation, the RSF has decided to adopt a tightly focused approach to engaging and supporting IPs for the effectiveness of delivery and the quality of impact of the RSF in the target locations.
Scope of Work
Under the supervision of the Rule of Law and Human Rights Specialist, the Partnership Support Analyst shall play a strategic role in supporting project management practices in the Safety and Security Output of the RSF. At the strategic level, S/he shall ensure sustained successful project outcomes by keeping track of deadlines and targets for the Output. The Partnership Support Analyst shall support the work of the Community Mobilization Officers and Implementation Partners in ensuring compliance with UNDP processes and procedures and ensure that products from the implementation of the RSF activities under the Safety and Security Output.
Duties And Responsibilities
Programme development and support
- Support the coordination and implementation of safety, security and human rights activities at all stages, including identifying and analyzing challenges for staff and implementing partners;
- Review, prepare and provide inputs to relevant products of the implementation of safety, security and human rights, including reports, data and case and human-interest studies;
- Coordinate activities related to partners’ budget and funding (programme/project preparation and submissions, contracts such as Letter of Agreements, Responsible Party Agreement) and prepare related documents/reports;
- Support the conduct of surveys and assessments in RSF target communities to inform programme impact and refinement of implementation strategies;
- Support partner institutions and organizations in collecting, analyzing and reporting data in relation to safety, security, rule of law and human rights in line with UNDP requirements for data integrity and management.
Partnership coordination
- Organize quarterly coordination meetings for implementing partners to strengthen information exchange, engagement between partners, generation of lessons learned and best practices at the field level;
- Coordinate and support partner organizations on the implementation of community mobilization interventions of the RSF in target communities;
- Identify gaps and needs of the various themes under the safety and security Output and propose innovative actions to resolve and promote the effective implementation and impact of the RSF;
- Support capacity building activities, including training, awareness-raising, knowledge and information sharing, and formal capacity development activities for implementing partners, community organizations or leaders.
Internal planning and reporting
- Compilation and submission of periodic reports received from partner organizations on the implementation of the RSF interventions in target communities;
- Support in Coordinating the process and preparation for implementing partners’ micro assessment and spot check;
- Undertake all logistical, administrative, and financial arrangements for organizing meetings, workshops, events, and missions;
- Assemble briefing materials and prepare PowerPoint and other presentations with the Output One team.
- Provide administrative support in monitoring and preparing programme budgets and the finances of programmes/projects;
- Provide support to the team for the organization of meetings at the internal level;
- Support in the reporting of quarterly/annual output reports.
Institutional Arrangement
- The Partnership Support Analyst will report to the Rule of Law and Human Rights Specialist.

Education
Required Skills and Experience
- Advanced University degree (Master’s degree or equivalent) in International Development/Relations, Economics, Business Management, Political Science, or other relevant topics is required. OR
- A first-level university degree (Bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience
- Minimum up to 2 years (with Master’s Degree) or minimum 2 years (with Bachelor’s Degree) of relevant experience at the national or international level that includes extensive experience in partnerships, planning, coordination or other relevant fields is required;
- Experience in the use of computers and office software packages (MS Word, Excel, etc) and advanced knowledge of web-based management systems such as ERP and advanced programmes for statistical analysis of data is required;
- Experience in innovation is required;
- Experience in Communication;
- Experience in supervising and managing people is required;
- Experience in peacebuilding and conflict prevention is an asset
- Experience of effectively engaging with civil society in prevention and peacebuilding is an asset;
- Experience of effectively engaging in preventing violence and conflict prevention is an asset;
- Knowledge and experience of engaging with Civil Society actors and networks in Northern Nigeria is an asset;
- Experience of working in the context of Northern Nigeria is an asset;
- Previous working experience with UNDP and other UN agencies strongly preferred.
Required Language
- Fluency in written and spoken English and knowledge of the local language is required.
