For professionals, academics, and students in Türkiye who want to deepen their expertise in European Union affairs and pursue a postgraduate degree at a leading European university, the Jean Monnet Scholarship Programme (JMSP) is one of the most structured and fully funded opportunities available.

Approximately 170 scholarships will be awarded for the 2027–2028 academic year, funded by the European Union as part of Türkiye’s EU membership candidacy process. Applications must be submitted in a sealed envelope by 27 October 2026.

What Is the Jean Monnet Scholarship Programme?

The Jean Monnet Scholarship Programme operates in line with Türkiye’s objective of full membership of the European Union. It builds administrative capacity and expertise in EU acquis-related fields by funding Turkish professionals, academics, and students to pursue postgraduate study at European higher education institutions.

Since its establishment, the programme has sent thousands of Turkish scholars to study in EU member states, building a generation of experts who understand EU law, policy, and governance from the inside.

The 2027–2028 academic year expects to fund approximately 170 scholars across a range of disciplines related to EU affairs.

Who Can Apply

The programme is open to four categories of applicants in Türkiye:

1. Public sector employees working in Türkiye,  including those employed by:

• Professional organisations, chambers, and local governments (municipalities, special provincial administrations) with public legal personality
• Development agencies
• Public development and investment banks, public deposit banks, and similar institutions

2. Private sector employees working in Türkiye, including those employed by:

• NGOs
• Resident diplomatic missions
• Private companies in relevant fields

3. Academic or administrative staff working at universities in Türkiye

4. Students — specifically:

• Final-year undergraduate students in Türkiye
• Postgraduate (Master’s or PhD) students in Türkiye

The programme is open to anyone wishing to specialise in areas related to the EU acquis, not restricted to legal or political science backgrounds. Economics, public administration, engineering, health, environment, and any other discipline with EU policy relevance is eligible.

How to Apply: The Physical Submission Requirement

This is an important practical point: the Jean Monnet Scholarship Programme requires physical submission by post, courier, or in person. Email applications are not accepted.
