DAAD Helmut-Schmidt Scholarship Program 2026 Overview
The DAAD Helmut-Schmidt-Programme, funded by the German Federal Foreign Office, supports future leaders from developing and emerging countries committed to promoting democracy and social justice. The program offers fully funded Master’s degrees in fields critical to political, social, and economic development, such as public policy, law, administration, and governance.
DAAD Helmut-Schmidt Scholarship Program 2026 Eligibility

Citizens of developing or emerging countries (see DAC list)

First university degree in Social/Political Sciences, Law, Economics, Public Policy, or Administration (upper third of class)

Demonstrated motivation aligned with Good Governance principles

Relevant professional or volunteer experience

Last degree must be issued after January 1, 2019
-
Must not have lived in a non-DAC country for more than 15 months prior to applying

Language requirements vary by program (proof of English proficiency required)

€992 monthly stipend

Free health insurance in Germany

Rent subsidy and family allowance (if applicable)

Pre-study German language course (up to 4 months, mandatory)

For the Social Protection course: €500 monthly during the online semester (4th semester)

Signed checklist

Single motivation letter (max. 2 pages, for one or two selected courses)

Europass CV (with date of issue, no gaps over 3 months unexplained)

Degree certificates and transcript (with certified translation if not in English/German)

Proof of relevant work or volunteer experience (with original signature and stamp)

English language certificate

One academic/employer reference (with original signature and stamp)

APS Certificate (for applicants from China)

Application Process

Apply to a maximum of two of the participating Master’s programs
-
Submit applications directly to the universities, not to DAAD

Use the same motivation letter for both courses, clearly ranking your preferences

Deadline: June 1 – July 31, 2025

Shortlisted candidates will be contacted by DAAD for further steps in late 2025
