Job Title: Digital Infrastructure Consultant

ORGANIZATIONAL UNIT

The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector of the Union. BDT deals mainly with development policies, strategies, programming, projects, as well as technical cooperation activities to enable and foster universal access to affordable, high-quality and secure telecommunications/ICTs and Foster equitable and inclusive use of telecommunications/ICTs to empower people and societies for sustainable development. To effectively and efficiently serve the needs of Member States, BDT is organized into four functional areas:

• Operations Coordination Department (Office of the Deputy to the Director)
• Projects, Partnerships & Digital Skills Department (PPS)
• Digital Networks & Environment Department (DNE)
• Digital Knowledge Society Department (DKS)

The Office of the Deputy to the Director and Operations Coordination Department are responsible for ensuring operation readiness and providing support for the functioning of the regional offices and headquarters in Geneva, especially the implementation of projects and programmes. Functional areas, such as meetings, fellowship and IT support reports to this Department. The unit for special attention in all aspects related to LDCs, LLDCs and SIDs is the responsibility of this Department. The Deputy to the Director is responsible for assisting and advising the Director in the direction and management of the Bureau including on all questions related to personnel, financial and operational planning process. The Department is responsible for leading the operational planning and implementation support, within the framework of the Action Plan. The Department is also responsible for coordinating conferences and events, editorial works and documentation control, monitoring the implementation of decisions emanating from ITU and BDT governing bodies, including TDAG, Council, Conferences and Assemblies of the other Sectors on matters of relevance to BDT. The Department is responsible for coordination of the Bureau’s cooperation with other Sectors and General Secretariat.

BACKGROUND INFORMATION

The International Telecommunication Union (ITU) is a specialized agency of the United Nations that focuses on issues related to Information and Communication Technologies (ICTs). ITU is committed to connect people worldwide – wherever they live and whatever their means. Through its work, ITU protects and supports everyone’s fundamental right to communicate.

The ITU EUR Regional Initiative 1 on Digital Infrastructure Development focuses on enhancing the digital landscape in Europe by fostering the development and deployment of robust ICT infrastructure. This initiative aims to bridge the digital divide, promote connectivity, and ensure that all regions have access to high-quality digital services. It supports the creation of resilient and sustainable digital networks that are essential for economic growth, innovation, and social inclusion. The initiative also emphasizes the importance of collaboration among governments, private sector stakeholders, and international organizations to achieve comprehensive and cohesive digital infrastructure development across Europe.
The ITU Office for Europe is seeking for a dynamic and dedicated Digital Infrastructure Consultant to support our initiatives which aim at enhancing ICT infrastructure projects across Europe. This role involves comprehensive research, strategic support, and active participation in regional and national events, with a specific focus on ICT infrastructure development.

TERMS OF REFERENCE

Under the guidance of the Head of the ITU Office for Europe, the Digital Infrastructure Consultant will:

  • Provide support towards the organization of the ITU EKIP Regional Regulatory Forum 2024 on September 23 and 24, 2024, in Budva, Montenegro, including identification of the speakers, finalization of the event’s agenda, coordination of logistics with the host country, preparation of a draft communication strategy related to this event and its implementation (designs, social media, mailing).
  • Provide support towards the technical assistance aiming at the upgrade of the spectrum monitoring system in Albania, including facilitation of coordination between the ITU Office for Europe, the ITU Lead Expert and Albania, support him in desk research, preparation of draft materials, organization of coordination calls.
  • Facilitate the ITU contribution to the ITU-Powered 5G Techritory Forum 2024, 30-31 October, in Riga, Latvia, including identification of speakers, content support and onsite participation of the ITU delegation to the Forum, as well as coordination of logistics with the host country, preparation of a draft communication strategy related to this event and its implementation (designs, social media, mailing).
  • Provide support towards the engagement of all stakeholders in the field of digital infrastructure for different projects to support the implementation of ITU Regional Initiatives, particularly those focusing on ICT infrastructure development.
  • Provide support and facilitate effective communication campaigns on social media and other platforms to promote ITU Regional Initiatives for the ITU Office for Europe, especially those focusing on ICT infrastructure.

CONCRETE DELIVERABLES

  • Execution of the ITU EKIP Regional Regulatory Forum for Europe 2024.
  • Outcome report for the ITU EKIP Regional Regulatory Forum for Europe 2024.
  • Successful contribution of ITU to the ITU-Powered 5G Techritory 2024 and executive brief on the outcomes of the event and ITU building blocks.

COMPETENCIES

  • Good understanding of resilient digital infrastructure, digital transformation and digital development in particular in the context of European ecosystem.
  • Ability to conduct comprehensive research and analysis on ICT and digital infrastructure technologies, including the preparation of research papers, briefs, and technical documents.
  • Experience in planning, organizing, and executing events.
  • Strong skills in engaging and collaborating with diverse stakeholders, including governmental bodies, private sector entities, and international organizations.
  • Excellent verbal and written communication skills, with the ability to effectively convey technical information related to ICTs and digital infrastructure-related technologies.

QUALIFICATIONS REQUIRED

Education: University degree in a relevant field such as International Relations and Organizations, Economics, Geopolitical and Intelligence, Cybersecurity, public policies, regulations and management, Information Technology, Telecommunications, Business Administration, Cybersecurity or Public Policy.

Experience: At least one (1) year of experience. A master’s degree relevant to the field can be considered as substitute of one year. Knowledge of policy and regulatory matters, and technical expertise in the field of broadband mapping systems and the ITU working mechanisms is desirable.

Languages: Knowledge of English at advanced level.

REMUNERATION INFORMATION

USD145 per working day (total of 77 working days).
