Summary:
The IPS Afrika programme is a fully funded 4-week political fellowship hosted by the German Bundestag for young graduates from selected African countries. It brings participants to Berlin to learn about Germany’s parliamentary system, shadow Members of Parliament, and develop civic leadership projects. Applicants must be under 30, hold a university degree, and have B2 German language proficiency. Applications run 1 April – 15 May 2026, and the programme takes place in January 2027.

What You Will Do
Participants will:
- Shadow a Member of the German Bundestag
- Attend workshops on:
- Democracy & governance
- Anti-corruption
- Intercultural communication
- Develop a project idea for civic impact in your home country
- Learn about German parliamentary decision-making
Eligibility Criteria
You must:
- Be a citizen of an eligible African country
- Be under 30 years old (by Jan 1, 2027)
- Hold a university degree
- Have a strong interest in politics / civic engagement
- Speak German at B2 level or higher
Not Eligible If
- You are over 30
- You don’t have German (B2 level)
- You don’t have a university degree
- You are not from a participating country
How to Apply
- Apply via the official IPS digital platform
- Submit documents in German only
- Required documents:
- Motivation letter (German, max 2 pages)
- Degree certificate
- Passport/ID
- Recommendation letter
- German language certificate
- Attend an interview at the German embassy
- Final selection by Bundestag committee
Key Restrictions (Very Important)
- The application must be written in German
- You need B2 German proficiency before applying
- Only one IPS programme participation allowed (global OR Afrika)
