The Technical Lead will head the collective input of the CTO team into the successful delivery of Programmes, Projects and Changes for TfL.

The Technical Lead will form and lead virtual teams from within the CTO organization which contribute, alongside internal and external suppliers to the successful delivery of TfL change.  They will be responsible for understanding the scope of changes, identifying the resources required to deliver changes and providing stewardship, decision making and leadership to those delivery teams.  This role is the face of the CTO function into Programme/Project Management.

Responsibilities:

• Provide single point of accountability for LW-ULEZ, Tunnels and other changes across the solution structure facing into Programme delivery
• Play an instrumental role in the delivery of large, complex strategic programmes
• Accountable for ensuring that solution work is integrated into Programme plans, schedule, resource demands and costs
• Ensure that solutions meet the functional objectives and operational requirements such as scalability, security, extensibility, flexibility and manageability
• Lead on solution changes / design changes / interactions with Programme team and client
• Estimate / Coordinate / Document Rough Order of Magnitude (ROM) costs, deliverables and scope for infrastructure and application activities to define deliverables, scope, assumptions, risks and issues
• Responsible for full requirement coherence across the solution through design, testing and ongoing use (e.g., monitoring and alerting)
• Technical escalation point for any supplier work, internal or external in relation to scope, cost or quality
• Oversee and assure the definition and delivery of the technical aspects of projects, to include insistence on the production of good architectural designs and documentation
• Overall accountability for Test Strategies and effective execution of Testing
• Must form strong bonds with operational support teams to ensure smooth transitions from delivery into operation
• Role is expected to be client facing with daily interaction both with TfL and suppliers.   The ability to concisely explain complexity in a manner that is easily understood is a key requirement of the successful candidate

Key Attributes

• Excellent communicator – ability to adapt written and verbal communication to suit the intended audience; able to formally present ideas and designs using presentation skills, including standing in front of stakeholders to deliver
• Confident in creating high-quality design documentation, including the creation of supporting diagrams, complemented with well written accurate supporting text.
• Strong customer service focus and attention to detail.
• Commercial awareness – understands the importance to monitor the costs and benefits of any given engagement, understands to communicate issues early if there is likely to be an impact.
• Ability to travel.

About You:

• Minimum of 3 years reviewing and creating technical design documents as the subject matter expert
• Able to demonstrate a history of technical designing, configuration, and implementation expertise as part of transformation and or migration projects
• Expertise in cloud technologies – Azure
• Understanding of project delivery including Agile
• Technical risk identification and management.
• Planning and management of technical tasks
