Monitoring and Evaluation (M&E) Manager at Street Child, Lagos, Nigeria

The M&E Manager will lead the design, implementation, and continuous improvement of the programme’s digital monitoring and evaluation systems. This role is responsible for ensuring high-quality, timely, and accurate data collection and reporting across all programme components, with a particular focus on the effective use of the LEAF digital tool as well as in-house consortium tools. The M&E Manager will work closely with programme staff, implementing partners, LASUBEB, Bridges Outcomes and external evaluators to support accurate report, evidence-based decision-making and adaptive programme management.

 Key Responsibilities:

  • Lead the rollout, training, and ongoing support for the LEAF digital M&E tool across all participating schools and programme staff.
  • Oversee the collection, validation, and analysis of consortium data on key programme metrics, including school placement, attendance, retention, and learning outcomes.
  • Conduct regular field monitoring trips and work closely with Street Child’s national partners to ensure excellent programme quality
  • Ensure data completeness, accuracy, and timeliness in line with programme requirements and external verification protocols.
  • Monitor digital tool usage analytics and address any gaps in data quality or user engagement.
  • Collaborate with external evaluators and programme partners to facilitate independent verification and reporting.
  • Produce regular M&E reports and contribute to annual and final programme reporting as required.
  • Lead on reviewing local partner MEAL systems with the aim of significantly improving MEAL capabilities and systems.
  • Support the programme’s learning agenda by sharing insights, lessons learned, and best practices in digital M&E.
  • Ensure compliance with EOF requirements, data protection, safeguarding, and confidentiality standards.
  • Represent Street Child appropriately both internally and externally in-person and in writing (reports and general requests).
  • Commitment to Safeguarding and Child protection practises which matter in every part of the role.

Experience and Knowledge 

  • Experience in monitoring, evaluation, accountability and learning (MEAL), ideally within education or development programmes.
  • Experience designing and implementing MEAL systems and approaches.
  • Experience using digital data collection and analysis tools.
  • Experience training and supporting staff and partners in digital tool adoption.
  • Experience in grant and budget management.
  • Experience working with local partners and strengthening their capacity.
  • Strong understanding of education programming and approaches.
  • Field experience in international development, with a commitment to locally led development.

Skills and Abilities 

  • Strong analytical, problem-solving and communication skills.
  • Ability to analyse data and generate actionable learning and insights.
  • Strong understanding of MEAL frameworks, methodologies and systems.
  • Ability to work independently and collaboratively across multicultural teams.
  • Proven capacity-building and coaching skills.
  • Commitment to data quality, safeguarding and inclusion.
  • Experience with digital data collection platforms (e.g. KoboCollect, CommCare, SurveyCTO).
  • Experience with data visualisation tools (e.g. Power BI).
  • Experience using AI and automation to improve data collection, analysis and reporting.
  • Experience meeting donor reporting requirements.

Education / Qualifications 

  •  Degree or equivalent qualification in International Development, Education, Statistics, Social Sciences, Information Systems, or a related field.
  •  Master’s degree in a relevant discipline.
  • Relevant professional qualifications or specialist training in MEAL, research, data analysis or project management.

Other Desirable Attributes

  • Awareness of safeguarding and Child Protection policy
  • Excellent written and spoken English.
  • Proactive, adaptable and solutions-focused approach.
  • Strong organisational and interpersonal skills.
  • Additional language skills spoken in Lagos.
  • Knowledge of Lagos State and surrounding areas.
  • Experience working with Lagos SUBEB and/or the state education system.
  • Knowledge of delivering payment-by-results programmes.
