Data Quality

• Data verification processes are in place to check statistical data
• Establish regular and comprehensive data quality assessments after data collection
• KEMIS registries of unique identifiers for schools, students and teachers are available for use in KEMIS.
• KEMIS datasets for TVET and WASH are interoperable and accessible to authorised MoE users.

Data use and information products.

• Develop information products for schools to receive information from KEMIS to inform School Improvement Plans
• Expand the availability and accessibility of KEMIS data to students, parents, and teachers through a School Information Management System.
• Develop indicators using KEMIS data for M&E of ESSP i.e. KPI on an annual basis
• KEMIS data is used for daily MoE operational management and business processes i.e. school, teacher and student registers
• Develop and implement a data dissemination strategy that schedules annual releases of education statistics to all KEMIS stakeholders.

Political, Legal and Strategic Framework

• Review role and responsibility functions and data cycle processes, including the end-use of KEMIS data and data protection standards, and finalise KEMIS policy as a comprehensive framework
• Finalise KEMIS operational plan and Pacific EMIS operation manual for Kiribati which includes all education authorities and integrate into a sector wide operational plan.

Institutional process

• Document processes for data collection, outlining clear data entry and validation procedures.
• Review format of school census form to ensure improved data quality, including assessing format of census questions.
• Establish data verification processes for assessing and addressing data quality as part of the data collection.
• Develop consistent data entry protocols and validation checks to enhance data accuracy.

Human resources

• Assess human resources needs for data collection in outer island and in South Tarawa.

Digital services

• Improve management of in-school operations by using structured Excel workbook in pilot secondary schools to capture student data.
• Provide access, training and documentation of how to enter data in KEMIS to all MoE divisions.
• Develop a unified template for all teacher datasets through review of data requirements of each division and fully integrate into KEMIS.
• Change procedure for school registration to allow data entry in KEMIS following formal registration process and include all checklist items in KEMIS.

Qualifications

• Masters or other relevant tertiary qualification.

Demonstrated Experience in

• Working with national educational data bases for a Ministry of Education.
• Working with EMIS systems or similar in the Pacific or other countries.
• Coaching and developing capacities of local staff leadership and technical abilities.
• Working with ICT systems in challenging environments.
• Writing clear easily read reports in English for different audiences.
• Understanding of risks in the management of projects and with organisations and ways to mitigate.
