The Urban Management Master’s Programme at Technische Universität Berlin (TU Berlin) is a professional postgraduate degree combining advanced urban planning, governance, and management training with a strong practical orientation, designed specifically for professionals working in urban development, city management, and related fields in the Global South.

The programme runs for three semesters in Berlin, Germany. Total tuition fees are €13,800 — and for candidates from eligible developing countries, DAAD EPOS scholarships are available to cover the full cost of study.

Applications for the October 2027 intake (without DAAD EPOS scholarship) close on 30 April 2027. DAAD EPOS scholarship applications close 31 August of the year before intended study — meaning 31 August 2026 for October 2027 starters.

What the Programme Covers

The Urban Management Master’s is a three-semester professional programme — not a traditional academic research Master’s. It is designed for professionals with at least two years of practical experience in urban management who want to deepen their expertise and expand their international professional network.

Fields of study include:

  • Urban governance and management
  • Sustainable urban development
  • Planning systems and policy
  • Infrastructure and municipal finance
  • Urban economics and real estate
  • Land management and GIS

The programme is taught in English, no German language requirement for the academic programme, though students attend German language classes to support daily life.

Entry Requirements

Academic: Bachelor’s degree or equivalent in Geography, Architecture, Landscape Architecture, Urban Planning, Civil Engineering, Law, Political and Social Science, Business and Administration, Economics, or International Development.

Professional: At least 2 years of practical experience in a field related to urban management. This is a firm requirement; proof of work experience must be submitted with your application.

English proficiency: TOEFL (Internet-based: 79 for tests taken after January 2026; 550 paper-based; 213 computer-based) or IELTS (6.0 Academic). Applicants from countries where English is not the native language must provide a test result even if English is the official or instructional language.

Tuition Fees and Living Costs

Berlin is more affordable than other Western European capitals and significantly cheaper than London, Amsterdam, or Zurich. €1,200 per month is workable for a student with careful budgeting.

DAAD EPOS Scholarship: For Developing Country Applicants

The most important funding opportunity for international applicants from developing countries is the DAAD EPOS scholarship, covering tuition and providing a living stipend.

DAAD EPOS eligibility for this programme requires:

  • Being a candidate from an eligible developing country (check the DAAD website)
  • Above-average grades (upper third of your degree class)
  • At least 2 years of relevant work experience after your Bachelor’s graduation
  • Last degree completed no more than 6 years ago at the time of application
  • Not currently in Germany for more than 15 months at the application closing date
  • Aiming for a practitioner career (not pursuing a PhD) after graduation

DAAD EPOS application deadline: 15 June to 31 August 2026 for October 2027 starters.

You do NOT need an admission letter from TU Berlin to apply for the DAAD EPOS scholarship.

The DAAD application form, EPOS checklist (signed by hand), scholarship motivation letter, professional reference, and work certificates (totalling at least 2 years) must all be submitted with your programme application.

  • Urban Management Application Form (hand-signed)
  • CV (hand-signed)
  • Motivation letter (hand-signed)
  • Degree certificate and transcripts (in English or German; others must be translated)
  • TOEFL or IELTS document
  • Two letters of reference (on official letterhead, hand-signed)
  • Proof of at least two years of work experience (on employer letterhead, certified)
  • Copy of passport

Documents requiring hand signatures are not accepted without them. All documents are submitted as individual PDF files named with your surname.

For DAAD EPOS applicants: Use EUROPASS CV format. Submit additional DAAD documents alongside the programme application package.
