Mundus MAPP (Master of Arts in Public Policy) is a two-year joint degree programme run by a consortium of four renowned universities: Central European University (CEU), Vienna; Institut Barcelona d’Estudis Internacionals (IBEI), Barcelona; International Institute of Social Studies (ISS), The Hague; and University of York, UK. Students spend their programme at two of these four universities, choosing a specialisation that determines their mobility track.

The 2027–2029 cohort application opens 1 September 2026. Erasmus Mundus scholarships are available for exceptional applicants from both within and outside the EU.

What Is Mundus MAPP?

Mundus MAPP is an Erasmus Mundus Joint Master’s Degree, meaning it is a programme co-designed and co-delivered by all four consortium universities, leading to a jointly awarded degree. Students travel between campuses, study with faculty from multiple institutions, and graduate with a credential that carries the prestige of the entire consortium.

The programme focuses on the theory and practice of public policy, examining how policies are made, implemented, and evaluated, with attention to governance structures, political economy, and global development challenges. It is research-informed but practice-oriented, producing graduates who go on to careers in government, international organisations, think tanks, civil society, and academia.

Four Specialisation Tracks

Applicants must choose one of four mobility tracks, each combining two of the four consortium universities and a specific substantive specialisation:

The Erasmus Mundus Scholarship

The Erasmus Mundus Joint Master scholarship, funded by the Erasmus+ programme of the European Union, is one of the most comprehensive scholarship packages available for international Master’s students in Europe.

What the EMJM scholarship typically covers:

• Full tuition fees across both consortium universities
• Monthly living allowance (€1,400 for the programme duration is the standard Erasmus Mundus rate)
• Travel and installation allowances
• Health insurance

The exact financial terms for the 2027–2029 cohort will be published on the Mundus MAPP financial aid page at mundusmapp.org/financial-aid/ when the application cycle opens on 1 September 2026.

Scholarship consideration is not a separate process. When completing your application, indicate that you wish to be considered for the scholarship. There is no separate scholarship application form.

All applications are submitted through CEU PU — the Central European University Private University. It is not possible to apply through the other consortium universities.

No application fee for Mundus MAPP applicants — the standard CEU application fee does not apply unless you are also applying for other CEU programmes.

Application Deadlines for 2027–2029 Cohort

The Mundus MAPP Admissions Calendar for the 2027–2029 cohort will be published when applications open on 1 September 2026. Check mundusmapp.org/admissions-calendar/ for the current deadlines.

Historical pattern: Erasmus Mundus programmes typically have an early scholarship deadline (often January of the year preceding study) and a later self-funded deadline. Scholarship applicants must apply by the first deadline.
