Heydar Aliyev International Education Grant 2025–2026 Overview

The Government of Azerbaijan, through the Ministry of Foreign Affairs and the Ministry of Science and Education, invites applications for the Heydar Aliyev International Education Grant Program for the 2025–2026 academic year. This fully funded scholarship allows international students to pursue preparatory courses, Bachelor’s, Master’s, Doctoral (PhD), General Medicine, or Medical Residency programs at leading universities in Azerbaijan. The program aims to build human capital and strengthen educational ties across regions.

Heydar Aliyev International Education Grant 2025–2026 Eligibility

Applicants must:

• Be a citizen of an eligible country (OIC, Non-Aligned Movement, Small Island Developing States, or nations with cultural/historical ties to Azerbaijan)

• Not hold or have held Azerbaijani citizenship

• Be under:

  • 35 years (Bachelor’s/General Medicine)

  • 40 years (Master’s/Residency)

  • 45 years (Doctoral)

• Have a minimum GPA of 70/100 or 7/10 (or equivalent)

• Meet language requirements for the chosen program:

  • English: IELTS 5 (undergrad), IELTS 5.5 (postgrad) or equivalent

  • Or prior education in the language of instruction

• Provide all required documentation including nomination form, transcripts, medical certificate, valid passport, CV, language certificate, motivation letter, and any relevant awards

Heydar Aliyev International Education Grant 2025–2026 Benefits

• Full tuition and language preparatory course fees

• International round-trip flight (once per year)

• Monthly stipend of 800 AZN (~470 USD) for living expenses

• Annual medical insurance allowance (200 AZN / ~117 USD)

• Visa and residence permit support

Heydar Aliyev International Education Grant 2025–2026 Program Components

• Programs available in diverse disciplines and levels:

  • Bachelor’s (4–5 years)

  • General Medicine (5–6 years)

  • Master’s (1.5–2 years)

  • Medical Residency (2–5 years)

  • PhD (3 years)

  • Preparatory courses (6–12 months, where needed)

Application Process

• Stage 1: Apply through your country’s Ministry of Education, Embassy, or relevant government body by May 15, 2025

• Stage 2: If nominated, register via the SIACAS portal between June 1 and June 15, 2025

• Choose up to three programs from participating Azerbaijani universities under the “Heydar Aliyev” grant channel

Application Timeline

• March 15 – May 15, 2025: Submission to national authorities

• June 1 – June 15, 2025: Online registration via SIACAS

• July 16 – July 31, 2025: Final results announced

• September 15, 2025: Academic year begins

• September 30, 2025: Deadline for arrival in Azerbaijan
